Your Excellency, dear colleagues,
We, the members of the Congress of People’s Deputies – the proto-parliament of a future
free Russia, established in 2022 and uniting 147 deputies of various levels from 36 regions
of Russia (including former PACE members and co-authors of the 2023 Berlin Declaration
of Russian Democratic Forces) – calling for the immediate cessation of Russia’s war
against Ukraine, the de-occupation of its territory, the punishment of war criminals,
compensation for the damage caused to Ukraine, sharing the principles of the right of the
peoples of Russia to self-determination, decolonization, as well as Russia’s return to the
Council of Europe, have reviewed with great satisfaction PACE Resolution No. 2621 of
October 1st, 2025, and declare our readiness to participate in the work of the future
Platform for Dialogue between Russian Democratic Forces and PACE.
We consider it critically important for the success of this initiative that the nomination
process for representation in the Platform has to be transparent, the reputational risks to
be minimized, principles set by the Resolution be followed, and that the selected members
are perceived by the majority of diverse opposition supporters as legitimate and
representative, reflecting the opinions of different strata of opposition views and their
organizations. Otherwise, the Platform will fail to function as envisioned in the Resolution,
Therefore, we propose the following principles for the nomination of the Platform’s
membership to ensure compliance with the Resolution’s para.8:
● The number of nominees shall be 12 members plus 12 substitutes, including
4 members and substitutes from indigenous peoples and national minorities
movements.
● One member and one substitute shall be nominated from each of the following Russian
opposition organizations:
1. Russian Anti-War Committee
2. Legion Freedom of Russia
3. Russian Volunteer Corps
4. Congress of People’s Deputies
5. Anti-Corruption Foundation
6. Free Russia Foundation
7. Free Russia Forum
8. Human Rights Center “Memorial” (on behalf of the human rights community)
as well as organizations representing indigenous peoples and national minorities
movements:

● All participants are nominated according to the internal procedures of the respective
organizations. Nominated candidates must be submitted to the PACE Bureau in a letter
from the respective organization, accompanied by the candidate’s biography, his/hers
public statements condemning the aggression against Ukraine, Moldova, Georgia,
support for Russia’s return to its internationally recognized borders and compensation
payments to Ukraine, the implementation of the right to decolonization of the peoples
living on the territory of the Russian Federation and the realization of their right to selfdetermination, as well as a statement by the candidate on the absence of
organizational or financial ties with the state structures of the Russian Federation and a
statement on the signing of the 2023 Berlin Declaration of Democratic Forces. If the
PACE’s Bureau rejects the nominated candidate, the nominating organization shall
nominate another person.
In order to comply with para.6 of the approved Resolution “…the list of potential candidates
should be submitted to the President of the Assembly by a common decision of Russian
democratic forces organisations…” we invite representatives of Russian opposition
organizations and indigenous peoples and national minorities movements to convene in
November this year to discuss these and other proposals and nominate the list for
submission.
